Many folks who specialize in eGovernment Initiatives are seeing the number of implemented plans grow at a furious pace. They are growing in quantity, but are the growing in quality. One comment I would have is that I am concerned with the shortage of quality IT Professionals, it seems with military being the first concern, which makes sense of course, and the competition from Free-Markets paying high wages to cope with government over regulation. I noticed this problem when talking to some heavy hitters in the computer industry in Washington DC at a dinner party there last year.
Worse off the governments have issues with trying to implement their ideas Feature creep and therefore whereas the quality of services G2C are getting better, many government agencies simply cannot afford to join in and when it comes to the municipal level it is even more serious due to budget constraints and yet, if there are turn-key applications down in-house those could be used for all municipalities and this would also guarantee standardization.
Rather than everyone trying to build their own and having cost over runs and other agencies not building any at all. And thus if not involved in the streamlining they simply throw more money down the toilet the longer they wait to decide to implement. The only positive is that they can jump on the bandwagon at the Phase 4 and save all the prior monies and headaches as the bugs and kinks get worked out.
